Solana reduces slot times to 200ms and updates core toolchains

Solana reduced slot times from 250ms to 200ms, which will go live one epoch after activation. Key updates include the general availability of web3.js v3, the release of Agave v4.5.0-alpha.1 and Firedancer Testnet v26.10.0, and updates to Solana Go v1.25.0 and Anchor v1.2.1. Agave will also implement a faster random number generator for peer sampling and increase the default snapshot interval to 200,000 slots.
