Archbishop Gallagher says diplomacy means talking to all sides

Archbishop Paul Gallagher, Holy See Secretary for Relations with States, says diplomacy requires talking to people with whom one disagrees. The Vatican, a permanent observer at the United Nations, maintains diplomatic relations with 184 countries and pursues a policy of 'positive neutrality'.
