Optimism proposal weakens Security Council control over standalone chains with 30-day transfer notice

Optimism published a governance proposal on November 5 that would require at least 30 days of public notice before a Standard Rollup transfers upgrade authority from the shared Security Council. Qualifying transfers would not need an additional governance vote, and completing a transfer would end the chain's Standard Rollup status, shifting reliance to the new upgrade key holder's security model. The accompanying GitHub amendment PR 74 remains open and will merge only if governance accepts the proposal.
