Ukraine Proposes Energy Ceasefire, Russia Says Security Guarantees Must Be Mutual Before Abu Dhabi Talks
Ukrainian President Zelenskyy said in Berlin that Ukraine wants to discuss an energy and critical infrastructure ceasefire, Black Sea navigation, prisoner exchanges, and preparation for a three-leader summit during the upcoming Russia-US-Ukraine talks in Abu Dhabi, and that Europe must participate in some form for stable peace. Russian presidential spokesman Peskov said the Russian delegation will visit Abu Dhabi on November 10-11 for the three-way talks, that security guarantees will be discussed and must be mutual, and that Europe is excluded from the three-party format. The EU will hold Ukraine talks in Brussels on November 4 with the United States, Ukraine, and several European countries to coordinate positions ahead of the Abu Dhabi talks. US envoy Witkoff said on November 2 that the United States will mediate working-level negotiations between Ukraine and Russia in Abu Dhabi to push to end the conflict.
