Healey orders 1% capital budget cuts across government departments to fund defence

Chancellor John Healey has directed all government departments to find 1% cuts in their capital budgets to fill a 4.7 billion pound hole in the Defence Investment Plan. This follows earlier 1% cuts requested to fund the initial 10.3 billion pounds of the 15 billion pound plan. Healey faces pressure to explain how the UK will meet its target of spending 3% of national income on defence by 2030.
