Glamsterdam upgrade introduces gas repricings via EIP-8037 and EIP-8038

The upcoming Glamsterdam upgrade includes gas repricings through EIP-8037 and EIP-8038 to more accurately track the real work of state creation and access. Replaying historical mainnet transactions shows that a small set of smart contracts may break or degrade if they rely on old gas assumptions, such as fixed stipends or branching on gasleft(). The majority of smart contracts are unaffected, and direct outreach to affected builders is underway; developers can check the impact and test fixes on the Platåberget testnet.
