XRP Ledger bug fix delayed to November 4 after temporary validator support dip

The XRP Ledger bug fix, fixCleanup3_4_0, which addresses a token-creation loophole and adjusts vault and lending calculations, was delayed from October 23 to November 4 because validator support briefly dropped below the required threshold of 29 out of 35 trusted validators. Support has since reached 31 of 35, meeting the necessary approval requirement for activation.
