NEAR proposal to cut annual issuance cap by 36% sparks validator division

The NEAR blockchain's total supply grew by about 2.69 million tokens in 30.62 days. Proposal HSP-029 aims to reduce the maximum annual issuance from 2.5% to 1.6%, a 36% cut, which would slow future dilution and reduce token income for stakers. Ratification would begin a 90-day grace period followed by a 24-month ramp, requiring validators to adopt a protocol upgrade to reach the target in roughly 27 months.
