PHP vulnerability triggers government website outages across Europe

Government websites in France and Finland, and hospital sites in the Netherlands, are currently offline following a PHP exploit. Cloudflare is observing significant attack traffic, and the UK National Cyber Security Centre has advised organizations to take systems offline if they cannot patch quickly.
