OCC finalizes GENIUS Act stablecoin rules ahead of January 2027 deadline

The Office of the Comptroller of the Currency issued its final rule implementing the GENIUS Act on Wednesday, setting standards for stablecoin issuers under its jurisdiction including reserves, redemption, risk management, custody and capital requirements. The rule takes effect on January 18, 2027, and applies to payment stablecoin issuers including national bank subsidiaries, federal savings associations, nonbank issuers and some state-qualified issuers. Rules on anti-money laundering and sanctions will be issued separately by the Treasury Department.
