XRP Ledger prepares Oct. 23 fix for lending code and token loophole

A package of XRP Ledger bug fixes, fixCleanup3_4_0, is set to activate around 09:34 UTC on Oct. 23 after securing 29 validator votes. The update addresses Ripple's uncollateralized lending system, which remains inactive with only 19 of 29 required votes, and closes a loophole that could allow accounts with destroy-only permissions to create tokens. The fix also revises vault rounding and loan-default rules.
